Such services were conceived along the l i n e s of c u l t u r a l enrichment as well as s p e c i a l i z e d up-grading and professional up-dating of teaching s t a f f .
Their role demands certain q u a l i t i e s and a b i l i t i e s , on which t h e i r recruitment should depend.
