The Minister with responsibility for Sport, Mr. Denis Howell, MP, was to be the Chairman of the Sports Council, which would be an advisory and not an executive body. The terms of reference were simple, clear and all-embracing. The Sports Council would be responsible for advising the Government on all matters relating to the development of amateur sport and recreation. It would further have the responsibility for fostering cooperation among statutory authorities and voluntary bodies who were concerned in any way with sport and physical recreation (see Appendix 2 to this volume for precise wording).

This view changed later when the drive for more facilities was underway and the post of Minister for Sport was translated to the then Ministry of Housing and Local Government. Even at this early stage there were those who believed that the latter Ministry was more apt for this particular appointment (Chataway, 1966), but the general view, however, was that this was more of an educational appointment, and indeed the grant-aiding of sport that had taken place prior to 1965 had always been through the Department of Education and Science under the Physical Training and Recreation Act of 1937 (see Appendix 9 to this volume).

It went on to detail increases in grant-aid under the Physical Training and Recreation Act of 1937 for capital projects by voluntary sports clubs, and for administration and coaching schemes of national governing bodies of sport. There is no doubt that this action by the Conservative Government in 1964, in advance of the establishment of the Sports Council five months later, laid down guidelines for the new Regional Sports Councils. 10 With the agreement therefore of the local authorities’ associations early in 1965 the Sports Council arranged regional meetings of local authorities with regional and county governing bodies of sport in the autumn of that year aimed at obtaining formal agreement to the setting up of the proposed Regional Sports Councils.
